Many programmes have not adequately incorporated participatory monitoring in their activities. Consequently, monitoring has continued to be viewed as an activity that is carried out by outsiders, or an activity to satisfy funding conditionality. Where monitoring has existed, it has mainly focused on efficiency (i.e. numbers of completed activities), overlooking the effectiveness (i.e. functionality, utilization), for the realization of the intended benefits. Even then, the information collected is not fed back to the users. This has led to delayed or no action taken on problems identified leading to unreliability of services and collapse of installations, contributing to the projects/programs not achieving the intended results.
The course “Result-Based Monitoring & Evaluation of Water and Sanitation Projects: applying result based approaches towards attainment of MDGs introduces new approaches and strategies for in-building monitoring into projects/programme activities. The course emphasizes results based approach, the involvement of users in the process of identifying issues for monitoring, data collection, analysis and use of information for taking action. The course will assist staff from governments, donor agencies, NGOs and CBOs, acquire knowledge, attitude and skills necessary to address participatory monitoring and evaluation issues in WES projects/programmes.
Resource mobilisation officers will benefit in acquiring strategies for raising funds for WASH projects.
Course Objectives

To acquire skills in building a Results Based Monitoring and Evaluation systems
To share knowledge on participatory monitoring of activities To gain skills in effective strategies for mobilising resources for WASH projects
To develop an action plan for building an M&E system for a WASH project
