The shared world vision for hygiene, sanitation and water supply for this millennium recognizes hygienic conditions and adequate access to safe water and sanitation services as fundamental rights. Inadequate software in many water supply, sanitation and hygiene projects, which tended to focus on hardware components in schools and communities implied that the intended health benefits and sustainability of the projects were largely unrealized. Universal Primary Education in many developing countries resulted in significant increase in school enrolment without commensurate increase in physical facilities and little attention to hygiene, greatly affecting the learning environment. On the other hand, the issue of sustainability of WASH projects continue to be a major challenge. Many school and community WASH projects, such as latrines, borehole projects, community water points etc, developed with the support of development partners, grant makers, UN Agencies, national and regional governments collapse after handing over to the schools and communities to manage.
